releng: Update e4.29 and eStaging targets for 2023-09 M3

The bundle com.google.guava version 30.1.0.v20221112-0806 is removed
from the orbit-aggregation repository, leaving only bundle
com.google.guava version 32.1.2.jre.

The bundle jakarta.xml.bind is renamed to jakarta.xml.bind-api in the
orbit-aggregation repository.

The bundle javax.activation is renamed to jakarta.activation-api in the
orbit-aggregation repository.

The bundles org.slf4j.api and org.slf4j.binding.simple version 1.7.30
are removed from the orbit-aggregation repository, leaving only bundles
slf4j.api and slf4j.simple version 1.7.36.

In order to keep backward compatibility with older targets, get these
bundles with their old name and version from the previous 2023-06 Orbit
repository.
