Changes

skeleton: Bump these versions to fix the mvn build

Before this change, the maven build failed with this test plan locally:

1. cd ./skeleton
2. ./create_new_feature.py Feature --dir ../tracetypes --copyright Acme
3. cd ..
4. mvn clean install
5. Import the resulting new projects in Eclipse, rebuild all wo/ errors.
