filters.ui: Remove o.junit.platform.launcher in MF

Fix the previous build error [1] by removing this bundle from that
MANIFEST file. Building this change in Eclipse fixes [1] while not
lending other related errors.

[1] Bundle 'org.junit.platform.launcher' cannot be resolved

rcp.branding: Apply plugin.xml amend upon launch

When launching [1] in Eclipse locally, the latter automatically amends
this plugin.xml that way. Persist this likely mandatory amend made by
Eclipse.

releng: Amend these based on Eclipse build updates

These few target files get systematically updated by Eclipse this way,
upon reloading [1] as Target Platform (while also setting the API
Baseline). Persist these changes as likely mandatory ones for Eclipse.

These amends apply while using either Eclipse 2022-12 or 2023-03. The
imported projects for testing this are [2,3]'s.
