Remove configuration that limited packages being built

With 65cfd12403d5b2fa02c68bce42aba2286adf6560 we use a matrix
to build all packages which is much more robust than trying
to do what the settings.xml generation did.
The file was removedreleng/org.eclipse.epp.config/tools/createSettings.sh
The file was modified releng/org.eclipse.epp.config/tools/upload-to-staging.sh (diff)
