osee_promote_latest_to_download_site

This job will take the last successful next release build of OSEE and copy the zip files to release site on eclipse. The job places the client and server zips to /home/data/httpd/download.eclipse.org/technology/osee/downloads/$coreVersion where coreVersion looks like OSEE_$version_REL_[timestamp]; (version like 0.25.0, etc)
