Remove OMR_GC_DOUBLE_MAPPING_FOR_SPARSE_HEAP_ALLOCATION

OMR_GC_DOUBLE_MAPPING_FOR_SPARSE_HEAP_ALLOCATION and related APIs
are not useful any more, remove them.
