Builds Hono an deploys to Maven Central using the pipeline definition from refs/heads/1.3.x branch

• Checks out ${RELEASE_VERSION}
• builds all artifacts to deploy, signs them and creates PGP signatures for them
• deploys artifacts to Maven Central's staging repo (NOT automatically closing the staging repo, you need to do this manually)
