Changes

[472563] Disable Oomph Version Management builder for .doc.isv bundles.

Because .doc.isv bundles versions should not be increased unless the
production bundles have been updated (or a significant change to the doc
bundle has been applied, e.g. changed dependencies), disabled the Oomph
Version Management builder for all .doc bundles. They are still included
in the release.xml configuration, so Oomph can detect that .doc-feature
versions are not properly increased after having increased the .doc
bundle verions.
