Build with Tycho 2.5.0

Bumped some bundles to Java 1.8 BREE to prevent failures with this
version of Tycho.
Add targetJRE to target definition file as per
https://wiki.eclipse.org/Tycho/Release_Notes/2.0#targetJRE_in_referenced_target-definition_file_is_used_to_derive_Execution_Environment
