Tidy for M1

- JDK set to 17 for now, for broader testing (will be set to 21 later)
- Update spec plugin to 2.2 to allow for M1 release
- Parent pom to latest ee4j 1.0.9
- Quick update for TCK to align with latest Authorization 3.0.0-M1
