Pulls and stages the TCK Distribution using

jakartaee/data/tck on GitHub to the file location download.eclipse.org/ee4j/data/jakartaeeXX/staged/eftl.

The staged TCK zip can subsequently be downloaded (e.g. using a web browser or using wget, curl, etc) from that location.
