cdt-9.11

This is the build of the CDT 9.11 branch. Due to infrastructure changes at the Eclipse Foundation, this build contains unsigned content and exists primary to ensure that the last 9.x version of CDT continues to build.

Disabled because Docker image used to build CDT has been updated in this commit and the mac tools changed. If this causes you concern get in touch on cdt-dev mailing list.
